Is an entitlement enacted through a law or legislation? I use the term in the generic legal sense, not the 'Rat vote-buying sense.
IOW, if you are born in the US, you are entitled, as a matter of Constitutional law, to be a natural born citizen. You are not entitled to a living, however, that being the 'Rat sense of the word.

Is there a "general" legal definition or is there a specific legal definition?
