I think Arpaio is being sardonic!

The story also says:

“Arpaio explained he wanted to inform the candidate of his investigation ‘as a matter of fairness in case he wouldn't want me to support him.’”

IMO, it would only be “a matter of fairness” to give Santorum a chance to refuse Arpaio’s endorsement if the “something shocking” uncovered by the Posse could raise a ruckus that Santorum wouldn't want to be associated with...and Arpaio said Santorum was fine with the investigation.

However it is not exactly clear whether Arpaio told Santorum the _findings_ of the investigation, which are to be announced March 1.

"I really started this on the theory that maybe I could clear this mess up," Arpaio told reporters. "Wouldn't it be nice for me to do that?"

Notice what is in quotes and what is not.
