That's the crux, and should have been the headline:

73 percent of black children are born outside marriage, compared with 53 percent of Latinos and 29 percent of whites

Not to excuse the 29%, but that's one gigantic skew.

This is why the schools debate is so misguided.

There is no way that government schools are going to fix the breakdown of the social fabric.
