When Mussolini came to power, Italy’s train system was the laughing stock of the world. Never on time. Some trains never even showed up.
Mussolini ordered that the entire crew of every late train was to be marched to the siding and shot in front of the passengers. This only had to be done a few times to get the trains to run on time.

Actually he had the schedules reprinted to show the time the trains actually ran, so they were "on time".
