A repeal of the state's one-handgun-a-month law and a bill to require voters without identification to cast provisional ballots have passed the state's House of Delegates and are on to the Senate.
Both bills were the topic of substantial debate Tuesday, and Democrats again lashed out at the legislation today.
The voter ID measure -- House Bill 9, introduced by Del. Mark L. Cole, R-Spotsylvania -- passed on a 69-30 vote. The vote came a day after a rally in opposition to the bill drew more than 300 people to the Capitol.
Those opposed claim the legislation is designed to suppress the vote of minorities, students and the elderly, among others.
The one-gun-a-month repeal – House Bill 940, carried by Del. L. Scott Lingamfelter, R-Prince William – cleared the chamber on 66-32 vote.
"If this bill is passed, an individual can go into any gun store and buy an unlimited number of guns," warned Del. Joseph D, Morrissey, D-Henrico moments before the vote.

This single statement is sufficient to prove that they're just reading from a script in all cases. In CA at least, the only difference for a person casting a "normal" ballot and casting a "provisional" ballot is that they have to additionally write their name and address in the back of the book that contains the pre-printed names and addresses of the voters in the precinct. The validity of the vote is decided "downtown" at the county voting HQ.

Great news today from Richmond. In 1993, Virginia legislators copied a one-gun-a-month statute enacted in South Carolina in 1975. South Carolina repealed its gun rationing law in 2004.
The Virginia General Assembly should pass Senate Bill 323/House Bill 940 and Governor McDonnell should sign them into law this year to repeal a statute that only affects and penalizes law-abiding citizens since criminals, by definition, violate laws — especially silly gun control laws. Criminals acquire firearms to misuse primarily through theft and illegal street transactions — both illegal activities.
For non-residents of Virginia, interstate sale of handguns has been prohibited under federal law since the Gun Control Act of 1968. Also, if someone purchases more than one handgun for the same firearms dealer in a five-day period, a multiple sales report must be sent to the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). Both of these are current federal law or regulation.
And, since when did it become the role of government to dictate to law-abiding citizens an arbitrary amount of a legal product they may purchase in an arbitrary period of time. This issue is less about firearms and more about freedom versus a Nanny State.
The time is now to right this wrong of nearly two decades ago.
