Yes, departments must always grow and grow and invent new reasons for it's own existence.
If they were at least looking at Jihad training camps on US soil as the 'domestic' threat, I could understand it but instead it feels like the real target is the TEA party.
And why FBI alone could not do that eludes me. Why a whole new police organization?
