An affidavit signed by a member of the Pasadena Narcotics Task Force, coalition of police agencies, states that officers watched De Luna come and go from an apartment near West Belfort and Chimney Rock, and when he left, they confiscated cash he was carrying as illegal proceeds.

"We handled the guy. We had no probable cause to arrest him, and we were made aware of the fact he was involved in the shooting in Northwest Houston after the incident," Pasadena Police spokesman Vance Mitchell said.

Somethings not quite right here ...

So they took the money but lacked cause to arrest, very convenient.

On the face of it, no. The past 20 years or so, the cops have the authority to seize cash from people that they think might have earned the money illegally. Seizing money has become a main focus as well.
The so called “war on drugs” has turned into a war on your cash, rights, etc.

They let the SOB go so he could earn them more money. The ability to seize cash without an arrest or charges has turned drug dealers into defacto revenue generating employees of law enforcement. The police harass law abiding citizens with traffic fines and skim cash from criminals. God help us.

The courts are set up to scam money from people over stupid traffic laws.
Too fast? Ticket
Too slow? Ticket
No papers(license, insurance, inspection, registration)? Ticket: if US citizen, no ticket if illegal.
We have a dual system here:
Illegals get welfare, food stamps and immunity from prosecution.
US citizens get prosecuted to full extent of laws.
We live in an upside down world........

Police are becoming bandits, due to policy that puts seized cash and traffic fines into their budget. They operate according to what makes the dept money, not by what their jobs are supposed to be.

One thing that needs to happen is to remove the financial incentive by having all seizures and fines go to the state general fund, not to the local PD. Also, the law that allows police to seize and keep cash without a judge's ruling has to go.

You get ticketed and fined if you seem to have the ability to pay. If you're an illegal with no assets to seize, then arresting you represents a net cost to the system, and they ignore you. It's all about the money.

You hit the nail on the head. The local police/sheriff officers issue tickets and pull over cars based on the ability to pay the ticket. Illegals don’t get stopped and if they do, they get a pass.

Too much paperwork on pulling over a junker truck with lawn care equipment in an unregistered trailer and 5 grubby guys in green shirts that has no insurance and is dropping crap on the road.

Pull over the guy in a late model luxury car, or a woman with her minivan or SUV full of kiddos, they pay.

yeas, not right at all. Pasadena is an eastern Harris County Houston suburb/industrial center.

West Belfort and Chimney Rock is in west Houston, 30 miles away from Pasadena. Pasadena police have no business being in west Houston.

The police are as crooked as the Zetas. The northwest Houston shooting was a cartel operation. The cops/govt are laundering the cash for the Zetas is what’s going on.
