The former head of a West Allis-based social service agency has agreed to plead guilty to embezzling from the organization, resulting in a loss of more than $100,000 to recipients of Social Security disability and supplemental income.
Mildred Horvath, 64, of Milwaukee diverted the money from 2008 to 2010, according to federal court records. She was charged Thursday with a single $200 transfer and entered into an agreement to plead guilty to that single count. She faces a possible maximum penalty of a year in jail and a $100,000 fine. She could also be ordered to pay restitution.
According to the plea agreement, Horvath ran Social Rehabilitation and Residential Resources, which operated group homes and apartments for people with addiction or mental health problems; an outpatient treatment center and detox center; and a program called Targeted Case Management to help people meet their daily needs.
Many case management clients received Social Security disability or supplemental income, which the program received and managed for the individuals. Last year, another employee in the program noticed that Horvath was transferring some of those funds to an account she controlled. One client's account had a balance of less than $200 when it should have had about $60,000.
The employee notified the Social Security Administration, which investigated and discovered Horvath's repeated transfers of client money to an account she used to pay business expenses. Horvath did repay some of the client accounts, according to court records, but the net loss, including overdraft fees charged to people who didn't know their accounts had been drained, amounted to $105,861.16.
Horvath's attorney, Robert LeBell, declined to comment Thursday.
In 2004, a state audit showed another organization for which Horvath served as chief financial officer was paid more than $375,000 in state funds for services that were never provided.
The money was transferred from Innovative Family Partnerships to the Milwaukee Women's Center. Horvath was serving as CFO to both organizations.
Horvath, who denied any wrongdoing, was never charged with any crimes related to the transfers. State auditors said Horvath did not use any of the money personally and that she appeared to be trying to help the Women's Center address an operating deficit.

Massive fraud being perpetrated on taxpayers by agencies, physicians, attorneys, medicare providers, and those doing it are typically after a cut of the action and they are also typically politically connected.
Mrs Horvath probably has friends in politics, DA, judge’s chambers, etc that will wink and nod after a slap on the wrist charge. Instead our punishment policy for such offenders on the first offense should be the equivalent of what a 3 strike druggy gets.
Man, before all this furor over the Republicans in Wisconsin taking over, I always looked at Wisconsin as some bucolic place with a bunch of Holsteins grazing around. But wow, in reality, Wisconsin is Marxist/Union City!

Regardless of party they need to see major time as an example to others instead of plea deals.
She got a chunk of money from the state too. I repeat, there is a huge amount crony fraud going on across America where these types are sucking on the treasury of the nation and it is being covered up often by their political friends in high places.

Ask for party affiliation to imply she was involved in a pay for play relationship.

99% of it IS cows & nice people. The other 1% live in Dane & Milwaukee Counties which are a cancer on our state.
