There was a thread a couple days ago that due to budget cuts England has only one warship remaining on active duty in home waters. They quite literally have nothing left to send. The French navy is, French. The JMSDF (I wish they would just go back to IJN) is a top notch butt kicker, but constitutionally prohibited from operating outside home waters.
The Indians or the PLAN could clear the strait with little problem, but neither wants to see the other one operating in such a critical area. Think of how we would have reacted to the Russian fleet operate off the Panama Canal during the cold war.
