I'm surprised they are picking Richmond instead of Winchester. Both are roughly the same distance from the DC hub, but Winchester suffers a lot less from traffic congestion. Very nice town with probably the most reasonable costs in DC's most outer ring areas. I understand Winchester was one of the finalists.
Proximity to the port of Norfolk may have been the deciding factor.
