For people who already know how to shoot, there should be a "credit by examination" at a local range: (1) Read some material online covering the law as it applies to CCW; (2) pass a written exam; (3) Demonstrate that you can put all your bullets in the target at a standard range (like 10 yards); (4) get your certificate. Cost: $20 or so.

Something like a driving test for your driver's license.

You are correct. There should always be an examination for every license.

I am considering becoming certified for the WCI course so that I could teach it.
