I remember when Stephen Learner of the SEIU was caught on tape basically planning exactly this sort of thing. In fact, closing down businesses was seen as an advantageous side effect because they want the regular folks to hurt.

Lerner's plan is to organize a mass, coordinated "strike" on mortgage, student loan, and local government debt payments--thus bringing the banks to the edge of insolvency and forcing them to renegotiate the terms of the loans. This destabilization and turmoil, Lerner hopes, will also crash the stock market, isolating the banking class and allowing for a transfer of power.

It's interesting to note the reference to student loans and remember how zero nationalized them. While I was originally posting that I thought it was their intent to guarantee funding to the 'indoctrination camps', I now can also see how the non payment of these loans would be a threat to a piece of national solvency.

So the intent is not only to bring down business but our government as well. In this case, by government, I think they would mean the military. It might sound like a stretch of logic but I believe this is the kind of reasoning they use.
