From the article:
“MCSO’s systematic disregard for basic constitutional protections has created a wall of distrust between the sheriff’s office and large segments of the community, which dramatically compromises the ability to protect and serve the people,” said Thomas E. Perez, Assistant Attorney General for the Civil Rights Division.
Hmmm.. a "wall of distrust." I guess that explains why Sheriff Joe has been in office since 1992, was reelected with well over 50% of the vote in 2000, 2004 and 2008 and easily beat a recall effort in 2007. Source.

The only distrust that exists is in the minds of illegal aliens, who DOJ rushes to the aid of just like the illegal alien drug smuggler that was arrested by the the Border Patrol agent. The unjustice department - working hard for crooks and law violators.
