Unlicensed drivers without prior convictions would be given the chance to avoid having their vehicles impounded under new rules outlined Tuesday by the Los Angeles Police Department.
The proposed changes to the impound procedures are a potentially explosive issue because LAPD Chief Charlie Beck designed the reforms to remedy what he believes is the unfair burden that impounds place on illegal immigrants. Since immigrants who are in the country illegally cannot get driver's licenses in California and most other states, they make up the majority of the drivers who have their cars impounded for the infraction.
Beck contends that the hundreds of dollars in fees and fines that must be paid to retrieve an impounded car and the disruption to illegal immigrants' often tenuous hold on jobs deal a disproportionate blow to people "who are a valuable asset to our community and who have very limited resources."

It’s an unfair burden because when illegals are stopped for a violation and they don’t have drivers licenses because the state doesn’t issue licenses to illegals?

Goodness gracious, I do hope these “impoverished” illegals have enough faked/forged identities (which they buy from document brokers for several thousand dollars each)......over and above the id’s they commiitted crimes with.
I’m curious: just what group of voters does this kind of pandering to illegals attract? I suspect the answer is Berkeley liberals rather than legal immigrants.
Seems to me that if a Peace officer REFUSES to enforce “State” law, which by the way, NO CITY in America has the right to supersede STATE LAW, In the event of Injury or Death as a Direct Result of a Peace Office Refusing to ENFORCE STATE LAW, should make that Peace Officer PERSONALLY LIABLE for any and all damages as a result of his or her Deliberate Violation of State Law.

One area I worked in had a lot of illegal aliens. Our rule was the same for everyone. If you had no license, no proof you owned the car it got towed. The illegals really got hammered as they never had a license or any ID, nor did they have proof of ownership.

Beck is a traitor. He should be arrested. The LAPD union is right on the money.
An illegal must commit another illegal act (speeding, reckless driving, drunk-driving or some other infraction)to be pulled over to have their cars placed in a position to be impounded due to other illegal acts such as being unlicensed, unregistered, uninsured, etc.
If illegals are disproportionately affected by impounds, could it possibly be as a result of disproportionate infractions of driving laws by illegals?
If that is the case, why is LA so anxious to put legal citizens at risk and allow them to keep their cars?
