They were carefully chosen so as to assure that a black person, regardless of said black person's qualifications, or lack thereof, would be elected to congress in Virginia.

The 3rd district includes the cities of Newport News, Portsmouth, Norfolk and Richmond.

Compared to the rest of Virginia, the cities of Newport News, Portsmouth, Norfolk and Richmond are crime-ridden hell-holes.
