Apparently it's racial discrimination, to dare stop this truck that was speeding and the passengers are acting suspicious and to even question them.
Amazingly, we’re approaching the logical conclusion of this whole anti-discrimination movement where it will be considered discriminating to identify any perp by their race.

Is the citation wrong, were they in the country illegally?If they were they were not discriminated against.
So just apologize and then deport them.
