Business and labor groups are anxiously awaiting a vote set for Wednesday at the National Labor Relations Board. The sole Republican member, Brian Hayes, has threatened to quit to prevent a proposed rule change that would boost workplace organizing.
Will Hayes follow through? He's not talking, even to others on the board.

How does his resigning stop any action? Just curious and don’t know how this works.
By preventing a quorum.
1. The total membership of the NLRB is 5.
2. A quorum to conduct business is 3.
3. There are 2 vacant seats.
4. 2 seats are held by Democrats.
5. 1 seat is held by a Republican (Hayes).
If Hayes resigns or does not show up, there is not a quorum present at the meeting and the NLRB cannot conduct any business.
To further mess things up for the Democrats please note the following facts:
A. One of the Democrats terms expires at the end of the year.
B. The President must appoint at least two members of the NLRB who are not members of his party.
C. The Republicans in the Senate will filibuster any Democrat or other candidate they do not like.
By not showing up for the meeting, or resigning, he can shut the NLRB down for months or even possibly until after the election.
To close the circle on the above, the board currently has only three members.
