The perp is probably a “pensioner” too. On welfare, unemployment or disability.

In England: A “pensioner” is retired with a “pension” he paid into his company or government during his job years. Someone who gets unemployment, etc., is said to be on the “dole”. A person who gets laid off or fired is said to have been “redundant”. So, if you are “redundant”, you got fired or laid off.
