The arrested kids should be expelled by the college. All of the rest should be ID and inform them they will be expelled. There is no excuse for this kind of conduct on any college in the US. Kent State might be a reminder.
Sitting on the floor? Guess what - wait these fools out for a few hours till they have to go to the bathroom and/or eat or drink - and this would disberse on its own.
