The angular pattern may be to test a missile sensor picking out a city to aim for from high above. It could be looking for angular shapes to discern a high value city target, i.e. a swarm of Democrats vs. country conservatives spread out.

That cought my eye too. If they were CREATED from space the azimuth angle might be the cause.
