Rick Perry: My foreign aid budget starts at zero (Israel is the exception)

Texas Gov. Rick Perry said he would cut the United States' foreign aid budget to zero and then allocate taxpayer dollars depending on each country's support for America, indicating that Pakistan would no longer receive U.S. aid but Israel would.

"It's time for us as a country to say no to foreign aid to countries that don't support the United States of America," Perry said.

His idea received support from former House Speaker Newt Gingrich but, in the case of Pakistan, was opposed by Minnesota Rep. Michele Bachmann and former Pennsylvania Sen. Rick Santorum at the CBS News/National Journal debate in Spartanburg, S.C.

Perry made his comments during a discussion on Pakistan. The American relationship with that country has become strained since the covert operation by U.S. Marines killed Osama bin Laden, who had been hiding in the country for years.

In explaining his agreement with Perry, Gingrich appeared to indicate that no thought goes into deciding how much aid each country receives.

"Consider the alternative," Gingrich said. "You're giving some country $7 billion a year. You start off-- or in the case of Egypt, $3 billion a year -- you start off every year and say here's your $3 billion, now I'll start thinking? You ought to start off at zero and say, explain to me why I should give you a penny."

Bachmann, who sits on the House Intelligence Committee, depicted foreign aid for Pakistan as a national security issue.

"I would reduce foreign aid to many, many countries, but there's a problem because Pakistan has a nuclear weapon," Bachmann said. "We have more people affiliated with al Qaeda closer to that nuclear bomb than in any other nation."

Perry really repaired his image somewhat (long way to go) with that line- especially when Newt supported him. Bachmann and Santorum hurt their positions on this subject.

Our aid to Pakistan paid for the Bin Laden residence located in the same neighborhood as the Pakistani military academy (their West Point).

Perry channels Ron Paul and gets applause. Ironic. Amazing how Perry is proclaimed the “victor” tonight ust because he didn’t fall on his face again, and continued his Jerry Lewis, lovable doofus routine. Obama would roast him in a debate. Sad to see the bar has been lowered so much. Perry has a LOT more to prove before his campaign is “repaired”. This election is for keeps. We win it, or lose America. We aren’t selecting Student Body President here.

How was that? Did he go back in time and not have the worst, most embarrssing debate performance ever, the kind of performance that only an idiot, like yourself, would think doesn’t immediately disqualify the candidate.

It can’t be repaired. I saw a movie once where someone flew around the planet real fast, turning back time.

Perry needs time travel to undo Wednesdays debate.

Since Wednesdays debate still did take place, Perrys campaign is still over.

But there are some idiots in the Republican Party, and Soros has extra money and a Perry Superpac that’ll take it, so Perry will not be bowing out gracefully, it seems.

He seamed to want to always answer the previous question tonight. The one he had a chance to mull over and rip off an idea from one of the other candidates. Still not quick enough on his feet to handle the one presented to him.

It is a good idea about starting all foriegn aid recipients off at zero dollars. Is that enough to get competitive again- don’t think so.

And BTW: what do you make of the fact that not one of his contestants was able to take him out of his misery the other night and just say the 3rd federal department in a mike!

It is hilarious - when Perry talked about defunding the UN a few debates ago, I could just see Paulbots flipping out over the fact that Paul has been trying to do that for the last 30 years. Now resetting foreign aid to $0 - another of Paul's proposals. I will admit that Paul would be a lot stricter on who gets foreign aid than Perry.

You don’t get it either. You praised a post that indicated that Perry’s campaign could be repaired.

Only a time machine can help Perry.

We want a candidate who won’t F up royally, in a way fatal not only to the Presidential candidate, but to house and senate candidates.

You have to pass every debate. You can’t get a 0. You fail instantly. We can’t risk having a candidate who could possibly fail so miserably?

Are we idiots? Why would we consider someone who did that? No one in the history of politics has done so poorly.

And someone thinks we average the scores? No. We can’t risk a performance HALF as bad as what Perry turned in on Wednesday.

He is dead on his feet.

Perry was only saying, and Newt was agreeing, is that no country could assume that they’re going to get foreign aid every year automatically. He wasn’t really saying that he was going to cut off foreign aid, he was just saying that the amount of foreign aid would be studied every year.

Ron Paul wants to cut off all foreign aid.
