That is absolutely wrong. In every state in the Union as well as the Federal system there is a civil tort statute of limitations and a special statute of limitations to file the necessary administrative action to pursue a harassment/discrimination claim. Thus, the statue of limitations for a harassment claim is generally much shorter than the SOL for a garden variety civil tort. In Indiana it is 6 months to file the administrative claim and two years to file the tort action in Court.
I agree with what you wrote, except I am not even sure there were really even TWO. Politico said the 2nd woman was someone they spoke with on the phone once but have been unable to reach her since.
Nothing from the NRA confirms two, so far, only the one.

While at the NRA, Cain lobbied against government’s regulations on the restaurant industry. The woman who came forward worked in the governmental affairs office of the NRA.
It may have been a witch hunt back then, if you think about it. He’s been ticking off dems for a long time.

Wasn’t he also CEO of Godfather’s at this time (or at least right around the same time)? No complaints there either. Evidently, he spent a good deal of time learning by doing at different Burger King & Godfather’s restaurants. Quite a few sweet young things and yet not one complaint. I’m so sick of this.
Political has sexually harassed me over the Internets by all this sexually charged language. It offends my tender sensibilities. Think I have a case?

Bialek, a mother of three that Allred introduced as a registered Republican, revealed her encounter with the Republican candidate in 1997 in which she says he crossed the line when she asked him for help getting a job after being let go from the National Restaurant Association's educational foundation."He put his hand on my leg under my skirt and reached for my genitals," Bialek said. "He also grabbed my head and brought it to his crotch."
At that point, Bialek says, Cain justified his actions by saying, "You want a job, right?"
Bialek, who did not file a lawsuit at the time and says she has no plans to do so, said she is coming forward now to give "a face and voice" to the other women who suffered similar sexual harassment.
"Admit what you did," Bialek said, addressing Cain. "Make this right."
I don't think this is very believable. She didn't tell anyone, including her boyfriend, after the incident. It doesn't make sense that someone keeps this to herself.
As unfair as all this is the damage is done.
Pubs are held to a different standard by Pubs and the media. In Cain's case I don't think a majority of Pubs will be turned off by these allegations, but some will. They will figure 4 women have made allegations and one has come forward. The media won't let this go. They will talk about character to no end. From the media's perspective Pubs must be "sinless" since they believe in morality.
