Which is why he is having a make believe "cold case posse" of "unpaid volunteers," and nothing remotely resembling a law enforcement officer (LEO), conduct this investigation. There are laws against law enforcement agencies conducting rogue investigations, not aimed at a crime, or potential crime, within the jurisdiction of the agency.
That tells you all you need to know about just how likely he thinks it is that his "posse" will uncover evidence of a fraudulent attempt to get on the ballot. He knows that it won't, and is making sure his actions don't get him in trouble with the law.
Which makes him the most competent legal strategist that Birtherism has.
