Actually, I think "working families" is code for union families -- especially public sector unions, being as the trade unions still actually do some useful work (when they're not striking or beating up Tea Partiers or Occupying). The welfare types are "the poorest among us"! The non-unionized peons working in the private sector are beneath notice, and of course private sector executives spend all their time eating bon-bons, drinking their lunch, and grinding the faces of the poor -- oops! that's "working (union) families" and "the poorest among us"! ;-)
