Not in Texas. The Lt. Gov. has more power over the legislature.

Here's a clue: find out who was lobbying against the reform measure---then check and see what govt goody Perry rewarded the lobbyists with:

So in other words, a Perry donor came out against the sanctuary bill, so we are to assume that Perry was also against the bill.
