Primarily it is OPTIONAL!!!! what a joke, Secondly, NOT REVENUE NEUTRAL!!!, Thirdly MUST Do TAXES TWICE.... and on and on and on and on and on and on and on. Don’t get me started on how we get everyone to pay taxes does nothing for that...
