Is that really a true story about Schultz?

I suspect it is. The story is legendary among the comparatively tiny number of state department employees who have America's best interests at heart.

I was personally acquainted with few of them when I worked in Japan and my former company was called on to assist American companies in selling into Japan.

I'm not so sure if this is still the case, but back then I was told that the U.S. Embassy in Tokyo was second only to Saudi Arabia in the number of staff.
