” Where does Kathleen Sebelius get the authority to suspend implementation of a law?” <<<<

When humble master’s favorables fall to 38%. This is a last resort tactic to inject some modicum of redemption with someone out there, anyone out there, who votes. Independents. People despise government grounded in and based on fiat.

From Judge Vinson of Florida who declared Obamacare unconstitutional in toto and, later, said, "Yeah, of course my ruling meant to stop implementing it!"

I thought this disaster was an all or nothing deal. Doesn’t conceding that pieces of it won’t work mean that the whole thing goes.

Is that what’s happening?
