MCALLEN - Cartel members may be living next to you, down the street or in your neighborhood. You might never know unless you see it on the news.
Examples include the deadly shooting on Expressway 83 in McAllen three weeks ago. The man who died was a Gulf Cartel operative. The McAllen Police Department won't give us any information about him or show us his picture. They won't even talk about the shooting.
The truth is we may never know the exact number of cartel crimes that might be happening in the Valley. What we can tell you is two or three homicides a month may not be just homicides. They may be cartel hits.
Hundreds of drivers cross the border legitimately everyday, including cartel operatives.
“There’s a lot of fraud that goes on and they have the money to use fraudulent documents,” says former DEA Supervisor Phil Jordan.
Jordan says he estimates there are hundreds of cartel members living in the Valley. He says we're talking about cartel bosses and upper management flying under the radar with fake names. They're not on the DEA or FBI's most wanted list yet.
“They have safe houses on this side of the border so if there's problems on the Mexican side, they can come to the American side,” says Jordan.
Law enforcement in Starr County says cartel members escaped to the town of La Rosita last week during a shootout with the Mexican military.
“The secret locations these guys have, they have all sorts of time to study the terrain. They have their ways and means to get across,” says Jordan.
Jordan says they walk across or drive through the open areas along the border.
“What happens in Mexico doesn’t stay in Mexico; it is coming to the U.S.,” says Jordan.
It came into the United States on Sept. 27 at 2 in the morning. Jordan says the shooting and killing of a man named Jorge Zavala on U.S. 83 in McAllen was a cartel hit.
“If everything else fails, they can’t get that individual across the border to kill him, they'll kill him on this side,” says Jordan.
We learned Zavala was a Gulf Cartel operative. Jordan says he may have lost a load, tried to double-cross his own cartel or might be a casualty of the war between the two factions of the Gulf Cartel. The man with Zavala survived; only law enforcement knows where he is.
Cartel hits happen all the time. We just don't know it.
“There’s at least two or three a month that happen but are not documented as such because they are classified as murders,” says Jordan.
The killings, the cartel hits and violence follow cartel bosses into the United States. They sometimes give orders to kill from their homes in the United States.
Jordan says law enforcement agencies know when they've got a cartel hit on their hands by looking at all the connections, like the people the victim knew. Jordan says federal government agencies are probably working on secret programs to identify the cartel bosses and operatives who are here.
The system works —the border is as safe now as it ever has been (with POTUS arming the cartels).
