2) The veto-proof majority was during Perry’s first days in office. He could have moved Houston 500 miles to the West if he wanted to back then. I have no doubt that if Perry opposed the DREAM ACT it would not have become law. And, if Perry actually opposed it, he would have vetoed. So saying it passed by a veto-proof majority is irrelevant, considering Perry’s actions.
And even if you ignore what was happening in 2001 (which, btw, was when Perry spoke of open borders), Perry came back and strongly defended the legislation in 2007 when Republicans in the legislature were talking about repealing it, and again he defended it strongly in 2011 at the last debate. There is a point at which it's clear that Perry likes the legislation.
