Not in the eyes of the state. LEGAL and ILLEGAL are federal matters. If the feds say they can stay illegally, then they still fall under the residency rules.

Every illegal is guaranteed BY FEDERAL LAW, an education from k-12th.

The terms for colleges vary...but how many states turn illegals away??

Hell, here in NYS, in my hometown, only 40% graduate from high school. And college...we don't ask status...just residency.
