FRANKFORT The Executive Branch Ethics Commission has decided to take no action on a complaint filed by Bill Johnson, Republican candidate for secretary of state, over voter registration of homeless people.
Johnson said Tuesday that John Steffen, executive director of the ethics commission, told him that the panel lacks jurisdiction to consider his complaint against Secretary of State Elaine Walker and the State Board of Elections.
After the commission's regular meeting Monday, Steffen declined to comment on the case, saying the panel can comment on a case only when it acts on it.
Johnson contended in his complaint, filed in August, that Walker and the elections board are violating the Kentucky Constitution by allowing people who don't have addresses to register to vote.
He said the elections board was wrong when it notified county clerks on June 30 that they could register voters who have no addresses.
The board said applications should be approved if they have "homeless" or "place to place" listed as addresses. Walker is chairman of the board.

This move is ripe for fraud - not due to people being homeless, but due to allowing for fictitious people to vote - how can you possibly verify without an address? How can you choose which precinct they vote in? Not every precinct has the same offices or candidates on the ballot (example: Congress, State legislature, mayor, etc.). How do you know they are actually voting to elect people they have the right to elect?

Wouldn’t it be fun if TEA party members all voted early and then spent election day driving to nearby states to vote as “homeless”? That could be a real hoot!
The chronically homeless are a product of mental illness and chemical dependency. Registering them to vote is like registering the dead which always worked for Dick Daley in Cook County.
