But under Thursdays agreement, Coburn will be allowed to insert language into a longer-term highways bill that Democrats and Republicans will negotiate before the new round of funding expires in six months. Coburns provision would allow states to opt out of a program requiring them to set aside millions of dollars for beautification projects like bike paths, sound walls and decorative highway signs.
