Good question.

Well remember 9/11 was only about 7 or 8 months into the Bush admin, so I wonder if it was Clinton?

You'd think they'd have a few "hot cocked" F-16's ready at all times, ever since F-16's started flying...

It is not as simple as it sounds, but there were many reasons at the time, which I assume have been modified.

It all made total sense at the time and this question and many others are answered if you have the patience to view the entire interview.
I feel extreme gratitude towards LT. Penney and her fellow National Guard pilots about the initiative they displayed in spite of all the straightjacket rules of engagement and military pecking order rules, and total lack of communications that they we subject to at the time.

We haven’t kept armed fighters on strip alert since probably the 1980s.

They had some planes down in Florida and the Gulf Coast to intercept drug flights but that’s about it.
