So are they saying “its not the treat we have been talking about all day, its an additional one”. How do two primary trunk lines from two different sources sever? Lines don’t just sever.

“Severed” is indeed an unexpected word. It suggests that the lines were deliberately cut.
Or, of course, it’s possible that this is another reporter who doesn’t know how to write, and chose the wrong word.
