the impression that Hillary Clinton and the task
force under her direction were responsible for coming up
with the administrations reform plan. And when that plan
went down to defeat, many people assigned her a large share
of the blame.

Did I just not state that Hillary was named the head of that task force? Hillarycare was non-existent until November 2003. This letter was written in April 2003.
