If the beautiful beachfront homes are the residents' primary residences, why aren't they there defending their property from looters? Because if it's like other areas after natural disasters hit, the "authorities" are probably keeping them from returning to their homes until it's "safe." (or until the looters have had a chance to pick over everything)

The residents could just pretend they’re looters and walk in, since it appears the authorities have failed to secure the area.
Whether they could do anything if they were there, I don’t know.
