My father in law was stuck in a shelter for disabled residents after a hurricane in Florida. A nice man was going around the shelter offering to check on people’s homes for them. It turns out that he was breaking into the homes and stealing from them. The guy was from out of state and had traveled 250 miles just to loot.
I talked with a nurse who was in NOLA for Katrina. She said the last busses and Amtrack left town empty. Those able bodied enough to get on often stayed for the looting—and some stayed to protect their property.
