Hisham Elzanaty, 52, ran the "highly developed and sophisticated kickback scheme" for years, Allstate Insurance claims in a federal suit on Long Island.
The scheme routinely submitted inflated medical bills to Allstate and involved illegal fee-splitting, court papers say.

The scheme routinely submitted inflated medical bills to Allstate and involved illegal fee-splitting, court papers say.
It's been reported that Hisham Elzanaty -- an Egyptian-born businessman from Long Island -- provided a big chunk of the $4.8 million needed to buy the building that will be demolished to make way for the Ground Zero mosque.
Elzanaty runs a Bronx-based medical supply company, East Tremont Medical, that had to refund more than $300,000 in Medicaid payments in 2004-2005.
