I think that they are rolling dice to figure out the numbers. After all - this seems to be all a big “game” to the numbers folks.

When unemployment in D.C. among youths is reported at 50% what more can they do? Um... I know it's a stretch... But how about telling the truth and working on real solutions that have a history of working?
