Sounds to me on first reading that the speaker from the opposition party in Belarus is intent on attaching guilt by association to the ruling party of Belarus. Nothing Breivik did was inconsistent with his shooting club membership and the practicing he legally did there.
The Russians are the only people on Earth who are even more fond of crazy conspiracy theories than the Arabs.
