Not unexpected. Until he goes to trial or courts martial, he still receives his pay. He cannot be punished before the trial.

Actually, it’s normal. Until the soldier is convicted, he is only accused and is still entitled to rank and pay. When convicted, they are stripped of rank (E-1) and lose pay.

Not for nuthin’, but are we presumed innocent until proven guilty by a court (whether it be civilian or military.)

Until the Courts Martial convicts Major Hasan and as a part of the sentencing orders a reduction in rank to E-1, Forfeiture of all pay and allowances, a Dishonorable Discharge, and hopefully Execution for the crime, Hasan still legally is a Major and gets full pay.
