There’s definitely a scanning inconsistency which could be argued as an OCR issue that failed to detect certain characters resulting in secondary rasterization. But look beyond that and observe how the leftmost 1 digits have a hooking downward serif that is not evident in the rightmost 1 digit. The baselines for the 1 digits are neither parallel which is unlikely if it were the mechanical stamping device suggested elsewhere. You’d expect the same pitch assuming the stamp wheels were all similarly molded.
I’m happy to hear why the serial number should be considered normal, but on it’s face, it looks strange.
