To note here from a parallel thread; some of the weapons to the Zetas were somehow acquired via FMS —Foreign Military Sales. That type of situation involves officials of the US gov (State Department) mediating sales of US weapons to officials of the Mexican Government.
Last time I checked the Zetas were not actually a government —although perhaps they really ARE the Mexican Government, I don’t know.
