And what was going on that they didn’t want the public to know?
Their "reaction" was to say nothing. The only statement that was made in public was read by the town attorney. However, if citizens in the audience weren't paying close attention, they would have snoozed right through the statement, buried as it was within the context of other town business, and without reference to any controversy.
The offending ordinance itself did not have to do with keeping information from the public. What it did was limit the free speech rights of town employees.
