One of the first things done in Stalin's era was to take over the farming communities.

This meant that small farms would be gathered together to form one large massive one. These bigger farms would be called collectives. As they were large, there was every reason to use machinery on them. The more food that could be grown the better as the cities and factories could suitably be fed. So in Russia it was the 5 Year Plan, here in America it is the Sustainable Development Plan.
