Tell me if I'm wrong but isn't this a 100% capitulation on everything that has been in heated discussion all along?

Not really because now he's saying that if Obama wants it he'll have to do it all by himself and take all consequences.

Before, Repubs were willing to take some of the blame, but only if cuts were part of the deal.

Now McConnell has shown a way by which Obama can just go it alone...but now Obama has nothing to blame the GOP for anymore. No debt ceiling "aye" votes and DEFINITELY no tax hikes.
