I don’t understand this guy. Is he promising to reduce lying to us in exchange for us paying less? What is the deal here they lie proportional to payments? I’m confused(not).

American taxpayers 'committed' to give? Someone thinks we were born yesterday. Some liberal elite committed to 'give'... sure as hell wasn't me. Or you, smaug. In answer to your question, I think they sell themselves to the highest bidder of the moment... They'll say or do whatever it takes to prime the money pump - if that means giving the illusion they'll lie less often - then so be it - it's what we want to hear - they'll say it... I'm sure they've offered the same deal to Al Qaeda, the Iranians and anyone else they're dealing with - "we'll lie less to YOU... and only you". They'll respect us in the morning...
