They get to vote on the size of the tax, not whether or not to have it at all. Property tax is an evil thing, worse than a death tax, or a tax on speech or weapons. The process of paying property tax for however long you live on your land is proof that you don’t own it.
So there are homes that are worth nothing? Or nothing in your eyes? There is a difference between being worth $450K and $100K I will concede, but they are not worth zero. If you are happy where you live, continue doing so. You cannot control the entire city, state or nation. Attempting to do so leaves people in a perpetual state of economic slavery to the landowners that can afford living by the rules they love to enforce.
So yes in theory it could happen, but in real life not at all likely.
Good point about the obligation being mutual among the States rather than the Federal Government. However, the fact of the matter is that the Federal Government now exists sui generis as an entity superior to the States. It compels the States to meet that obligation to itself.
To me this is on the level of an interesting question, but I would not want to see the national compact dissolve. The States could never stand on their own, nor sections either.
The issue is the balance of power between Federal and State which has no actual precise resolution. The best situation is an uneasy, unresolved and unresolvable tension but with the advantage going to the States.
That would mirror somewhat the idea of separation of powers envisaged by the Founders. A slightly weak Federal government, yet States that look over their shoulders constantly lest they transgress the liberty enshrined in the Constitution and guaranteed by the power of that Federal government.
