I thought it was interesting that Joplin decided to test its emergency warning system a few days after the devastating tornado hit - they apparently hadn't tested them for quite some time before it hit.

I am wondering if that was an accurate report. When I was in that part of the country (south KS), tornado warning systems were tested weekly or at worst monthly. If true, then emergency management was seriously derelict.
